For most organizations, the root cause is a combination of inconsistent content, unclear ownership, poor permissions, and unmanaged expectations. The most effective improvements bring together governance, information architecture, configuration, and user behavior.

Look for patterns. If users search for “travel policy” but the official document is titled “Corporate Expense and Reimbursement Standard,” the issue may be terminology rather than indexing. If multiple departments publish different versions of the same form, the issue is content governance. If a result appears for one employee but not another, permissions may be working as designed even though the business process is not.
Define a small set of measurable outcomes before making changes. Examples include reducing time to locate approved documents, increasing use of a centralized knowledge site, lowering duplicate file creation, or improving successful searches for top employee tasks. When someone searches “expense report,” directing them to the approved submission process is more useful than returning dozens of documents that happen to contain the phrase.
Acronyms deserve attention in larger organizations. Employees often search an internal abbreviation without knowing the full program or department name. Managing common acronyms improves clarity for new employees and reduces avoidable support requests.
Custom result types and verticals can also help when users need to search distinct content sets, such as people, policies, projects, or locations. However, do not create specialized search experiences simply because the platform allows it. Each vertical, filter, and promoted result requires ownership and ongoing maintenance. A simpler experience with well-organized content is usually better than an elaborate search interface nobody understands.
For organizations using classic publishing sites, custom search pages, or third-party components, assess the existing design before changing it. Modern Microsoft 365 search capabilities may reduce the need for customizations, but a migration is not automatically the right answer. The best approach depends on the content model, security requirements, integrations, and user workflows.
Verify Permissions Before Calling It a Relevance Issue
SharePoint search is security trimmed. Users should only see content they have permission to access. That is essential, but it can create confusion when employees expect a result that does not appear.
First, confirm whether the user should have access. If the answer is yes, correct the permission model rather than trying to work around it through search. If the answer is no, explain the process for requesting access or publish an approved public-facing summary where appropriate.

Search improvement is not a one-time technical project. It needs accountable owners, routine review, and a practical way to respond when employees cannot find something important.
A workable operating model answers a few direct questions:

- Who owns each high-value library, page set, and promoted search answer?
- What metadata is required, and where is it optional?
- How are outdated files reviewed, archived, or removed?
- How can employees report a failed search or request a new answer?
Assigning these responsibilities does not require a large governance committee. It does require clear decision rights. Central IT can manage platform standards and search configuration, while business owners maintain the accuracy and relevance of their content. Neither group can solve the problem alone.
Training should also be specific. Rather than teaching every SharePoint feature, show employees where approved information lives, how to use filters, how to recognize current content, and what to do when results are incomplete. A short, role-based session for content owners can have more impact than a broad introductory course.
Test Improvements Like a Business Process
After making changes, run realistic search tests with people from different roles and permission levels. Ask them to find the items they need to complete actual work, not just documents with known titles.
